Our
Value Engineering Director, Alphonse Dell'Isola, PE, FSAVE
The
value engineering methodology for manufacturing was first developed by the late
Larry Miles a General Electric employee during W.W.II, and later pioneered by Mr. Alphonse Dell' Isola, PE, RICS, FSAVE for its application, and use in the
construction industry twelve years after his graduation from MIT in 1950.
Engineering News-Record cited Al Dell'Isola in 1964 for
outstanding achievement in the introduction of, Value Engineering to the
construction industry. Mr. Dell’Isola formerly served as Value Engineering
Director for the Naval Facilities Engineering Command and the Corps of
Engineers in Washington, D.C. His services or that of, another CVS will be a
member of your value engineering study team.

Professional Background
Since 1963, Mr. Al
Dell'Isola has been
working full time in both in value engineering and as a principal for a
Construction Management (CM) consultant providing these services to Owners.
Services involved awarding and contracting for both A/E design and
construction services.
He has conducted over
1300 contracts for various organizations and agencies on projects valued at
over 200 billion dollars that resulted in implemented savings of some $15
Billion. In addition, workshops, seminars and briefings in VE,
construction management and project cost control were conducted to over 15,000
professionals. He served as Director of Value Engineering for the Naval
Facilities Engineering Command and for the Corps of Engineers in Washington,
D.C.
He has been instrumental
in introducing VE Programs in over 40 countries, 40 government agencies and 40
large corporations. He has conducted several studies. He has studied several
refinery projects such as on offshore Drill platform, refineries in Saudi and
for Chevron in the U.S. and numerous military POL facilities in the U.S, and
abroad.
He has worked in the
Middle East for some 25 years on over 150 projects with outstanding results to
the clients. Savings to clients in life cycle costs have exceeded $100 for
every dollar spent in VE.
Engineering
News-Record cited him in 1964 for
outstanding achievement in the introduction of value engineering to the
construction industry. In 1968, he received the Distinguished Service
Award and in 1981 was elected Fellow of the International Society of American
Value Engineers (SAVE). In 1980, he received a Presidential Citation
from the Society of Japanese Value Engineers and an Exceptional Service Award
from the World Trade Center (1993) for his input in the disaster
reconstruction. In 1994 he was elected an Honorary Associate of The Royal
Institute of Chartered Surveyors (U.K), and in 1998 was awarded by SAVE
the Larry D. Miles Award (Their Highest Award for Technical Achievements).
He was a consultant to
the President’s Ford Advisory Council on Management Improvement and has given
expert testimony to several Senate and House Committees. This testimony was
instrumental in getting Congress to mandate VE requirements in U. S.
Government procurements. Publications include over 100 articles on VE, LCC and
cost control and texts Value Engineering in the Construction Industry
(Third Edition) and co-author of Life Cycle Costing for Design
Professionals(Second Edition), Life Cycle Cost Data and Project
Budgeting for Buildings. Another book was released in 1997, Value
Engineering: Practical Applications by R. S. Means Publishers of
Kingston, MA. This book covers key project experiences and contains a
disc of computer programs to aid the practitioner, The book is tied to an
accredited Online VE Theory course- See WWVECourse.com He has good
conversational skills in Spanish and French.
As for results he
directed a series of VE studies for the initial expansion of the Atlanta
Airport, this airport was constructed on budget and uses 33% less energy than
comparable airports in Dallas and Chicago. His recent experience includes VE
studies on two large NYC projects (A Wastewater Treatment Plant ( $3 Billion)
and a Transit /Terminal project) totaling $5 billion resulted in ove$1billion
initial savings with significant follow on savings in Maintenance and
operations..
